City Government Umatilla is governed by a Mayor and a six member elected Council, which develops policies for the City under the rules of the City Charter. Umatilla City Council Meetings are normally held on the first and third Tuesday of each month. Policies are set by the City Council and are administered by an appointed City Administrator and Staff. The Umatilla Planning Commission meets monthly to review local land use proposals. All Planning Commission members are appointed by the City Council. Current Elected Officials

Clucas, City Administrator City Utility Services WATER - City water service extends from approximately Power Line Road on the west edge of town, to the Port of Umatilla Industrial Site about five miles east of downtown. Water is billed based on consumption at a rate of $1.00 per 1,000 gallons, plus a flat 'meter maintenance fee' per month of $9.75 for residences. A deposit is charged at the time of hook-up and is refundable. If City staff is required to turn on the water at a service, a charge will be assessed. Customers who are
developing unimproved incorporated property will pay an installation fee, and the cost of the
meter and fittings, plus a "System Development Charge" which is assessed per
property. The City's Public Works Superintendent is available to
discuss your project. Currently the sewer rate for residental users is $32.00 for water usage up to 7,000 gallons. No additional charge is made for sewer usage beyond that fee at this time. Commercial and retail customers pay based on the $32.00 fee for each Equivalent Dwelling Unit of 7,000 gallons or (EDU). Contact City Hall for additional information. Customers who are developing property for new residential use will also pay an installation fee which must be paid prior to the work being started as well as a System Development Charge.
