All industries are sited and build with a high degree of community interest and support.  The McNary Industrial Park in Umatilla is the Port’s oldest and largest industrial park.  140 acres of industrially zoned property are available for development. These sites, located adjacent to Interstate-82, Hwy 730, rail services, are also within 30 miles of the Tri-Cities Airport.  Widespread community support has enabled Umatilla to attract the newest correctional institution in the State of Oregon, purchase new fire protection and emergency medical equipment to provide additional rescue and emergency preparedness, and to build a new high school.

The City of Umatilla has a new wastewater treatment facility that went on-line in September 2000.  This new facility expands the capabilities of servicing the growing needs of the community for many years.  Water is provided from three city owned wells and has made arrangements to lease an additional well from the Port of Umatilla in an effort to secure the availability of sufficient water for the future growth and development of the Umatilla community.  Other existing utilities such as electricity, natural gas, and telephone are also available.

Transportation is a key asset of Umatilla.  Water, rail and motor vehicle transportation provide access to all major cities in the northwest and on to the world.  A city Transportation System Plan was adopted in 1999 that provides for street and road capacity sufficient to accommodate increases in local traffic flow as well as traffic flowing through Umatilla to points beyond.

Umatilla offers existing and new affordable single housing, as well as multi-family dwellings and the affordable manufactured housing.  There is currently an estimated 300 housing units that are in varying stages of development with completion over the next several years.  Land is available for various retain, commercial, and industrial projects within the City of Umatilla and the Urban Growth Boundary.  Also worthy of consideration is the benefit of the Umatilla Enterprise Zone, which allows the abatement of property taxes upon meeting certain criteria.

Community support can also be demonstrated in the development of community enhancements.  To be able to assist local businesses with the security of a stable workforce, the community must continue to look for ways to enhance the quality of life for its residents.  Planning is currently under way for an additional youth sports complex, additional parks and bicycle/pedestrian trails and pathways.  Planning is also underway for the development of an additional elementary school to accommodate the continued growth of the Umatilla community.
