Training, education and workforce development in the Umatilla area is enhanced by the cooperative efforts of 15 public and private community partners known as Morrow Umatilla Work-Links! This organization's primary mission is to provide an online delivery system that simplifies access to more than 50 workforce-related services. These services are specifically designed to help job seekers, workers, and employers. The Employer Services portion of this site provides information regarding different levels of assistance to employers for employee training. This training may include developing and delivering a specific training program based on employer needs or referring the employer to a vendor who conducts the employee training. Local service providers can help you identify the type of training you might need to provide for your employees. Additional assistance is available to determine skill sets associated with the jobs held by employees. Blue Mountain Community College is a two-year public college, located in northeastern Oregon, serving the educational needs of residents in Umatilla, Morrow, and Baker Counties. The BMCC campus is located 35 miles to the east, in Pendleton, Oregon. The Small Business Development Center offers free counseling for those who wish to begin a business or are seeking funding for their business. Counseling is tailored to your needs and includes information such as what you need to get started, how to prepare a business plan, what sources of funding are available. The Small Business Management Program is designed for business owners and managers who have been in business for at least one year. This program provides an excellent forum for addressing the opportunities and changes of today's business environment. We wrestle with the following: Seminars and classes including: Quick Books, Doing Business on the Net, and Starting Your Own Business are offered on a regular basis. West Campus - Hermiston BMCC also assists local businesses in assessing the training needs for their labor force. BMCC Hermiston serves the western region of Umatilla County. A full range of college services is available including a comprehensive Basic Skills and Extended Leaning Program. Courses are offered in adult high school completion, GED preparation, English as a Second Language, college preparatory, life skills, adult literacy, employment skills, citizenship, lower division collegiate, professional development, technical training, personal development and enrichment, emergency medical training, first aid, occupational certifications, and customized training for business and industry. In addition, the West Campus offers GED testing, WorkKeys testing, academic and career counseling, learning disabilities assistance, skill center services, bookstore, distance learning course testing and small business counseling. Customized Training BMCC Hermiston provides customized training for area employers. During the past 5 years in western Umatilla County, there has been significant growth in new and expanding employment with jobs in corrections, railroading, distribution, and chemical demilitarization. BMCC is committed to assisting area employers with contracted training and basic skill development. Additionally, BMCC recognizes the need to provide educational opportunities in the workplace, particularly relating content to job-specific skills. Partnerships have been formed with employers including JR Simplot, Union Pacific Railroad and Oregon Department of Corrections. Today’s workplace requires employees to be problem solvers, accountable for their outcomes, and contribute to the vision of the company future. Employees often need to upgrade their reading, writing, math, creative thinking and group and interpersonal skills. BMCC Hermiston offers workshops, seminars, and courses (both credit and non-credit) in a variety of flexible formats and locations.
CAPECO was formed in October of 1987,as a private non-profit corporation governed by a 9-member board from Morrow, Umatilla, Gilliam and Wheeler Counties. CAPECO's mission is to mobilize human and financial resources at the local, state and federal levels to benefit the citizens of our communities. CAPECO's corporation headquarters is 721 SE 3rd, Suite D Pendleton, Oregon 97801 with a field office at 456 East Gladys Street Hermiston, Oregon 97838 and a satellite office at 309 N Columbia Milton-Freewater, Oregon 97862. Furthermore, CAPECO is an active partner of the Work-Links One Stop System serving in a collaborative partnership to deploy employment and training services to employers and workforce of Morrow and Umatilla Counties. CAPECO is composed of four major components, each responsible for their unique delivery of services within the organization. The Senior Services' component houses the Area Agency on Aging which provides a variety of services to the senior citizens of our region. These services include operation, staffing and funding of senior meal sites, coordination of Meals on Wheels, a variety of senior activities and provisions of services such as in home care givers to enable seniors to remain in their homes as long as possible. In addition, the Senior’s component manages the Retired Senior Volunteer Program (RSVP). The Enterprise Component is responsible for the development and acquisition of funding various housing projects and alternatives for low-income and farm-worker populations in this region. CAPECO's Community Service and Weatherization Component provides a diverse number of services to area residents which include: Commodity food distribution, Emergency assistance service such as help with utility payments, lodging, rental assistance and rent subsidy, housing rehabilitation, weatherization services. The Workforce Development Component is responsible for the operation of Workforce Investment Act Programs, Two Timber Grants, Welfare to Work, Current Workforce Skill Development Grant, Jobs and the Senior Community Services Employment Program. The Workforce programs provide educational, employment, training and support services to eligible adults, youth, dislocated workers, seniors and welfare recipients residing in Morrow and Umatilla Counties. In addition, our employment and training programs provide specialized and customized services to new and existing businesses within this region. The philosophy of our Workforce Development Component is to build mutually agreed programs with both our workforce and employer customers, which has proven to be a productive delivery approach for our community. The Education and Training Fund In addition to the active partnership with the other entities of this page, the Oregon Employment Department has funds available for individuals as well as businesses through the Education and Training Fund. The Fund is provided by the Northeast Oregon Alliance, to address identified gaps in the workforce by The Region Workforce Investment Boards in Wallowa, Union, and Umatilla counties. The maximum amount available is to any single individual applicant $5,000, with a maximum of $500 per employee. Funds may be used to reimburse costs of training or other affiliated expenses, or the cost of hiring to fill a position of an employee in training. Funds may not be used for additional on-the-job-training.
